(09.28.11) “WACOL’s Accomplishments Reflect Great Credit Upon the Civil Engineering Community and US Forces” … by LtCol Harris

On 27 September 2011, WACOL successfully completed a 24 months engineering mission in COB Adder – South of Iraq in support of US Government projects. WACOL is awarded a Certification of Appreciation from United Sates Air Force, signed by Lt Col Larry R. Harris, Commander of 467th Expeditionary Prime Beef Squadron (EPBS), Ali Air Base. In his certification, Lt Col Harris praised WACOL and said: “ The Architectural and Engineering Support your company provided resulted in the Successful Planning, Programming, Designing, and Construction Management of Facilities and Infrastructure for Ali Air Base”, Lt Col L. R. Harris added: “ Your Company’s Accomplishments reflect Great Credit upon the Civil Engineering Community and United States Forces – Iraq.”.

WACOL provided multi-discipline engineering team to conduct Facilities Engineer Services since 28 Sep 2009. Along the project life, WACOL received multi appreciation letters from the successive commanders along the project live; these awards are just the best prove for WACOL’s past performance and quality work.

(05.30.11) WACOL supports ACTED in south of Iraq

On a competition basis, WACOL has been selected by ACTED (Agency for Technical Cooperation and Development) -a French Non-Governmental Organization- to execute Hydrological study to assess the effect of a project for the construction of 13km of public water network extension involving 4 villages in Thi-Qar governorate and 10km of public water network extension involving 9 villages in Muthanna governorate - Iraq.

This project includes studying the water quality, capacities of water reservoirs, drought and flooding patterns, rain fall and run-off patterns, capacity of existing public water networks and existing water treatment plants.

The planned project life is 30 days and will end up by 1st of July 2011.

(08.14.10) From the US Army Engineers, LTC JENNINGS and CPT MELENDEZ awarded WACOL a Certification of Appreciation

WACOL is “successfully” providing Iraqi-Facilities Engineer Team services for COB Adder Garrison Command since September 2009 in support of the US Government reconstruction missions in Iraq.

In an evaluation for WACOL’s performance, WACOL is awarded a Certification of Appreciation from the 917th Facility Engineer Detachment (FED) signed by LTC Bruce E. Jennings (Commander) and CPT David H. Melendez (IFET OIC) praising WACOL’s efforts by saying: “This Certificate is awarded to WACOL in recognition of your outstanding and significant contributions support of COB Adder Department of Public Works Engineering Section. WACOL’s Iraqi Facility Engineer Team provided high quality engineering services to COB Adder and its tenants. WACOL’s quality engineers were essential to develop and maintaining a functional base infrastructure in support of Operation Iraqi Freedom”.

WACOL “as a request by the client - the USG” signed an agreement of acceptance to move forward providing I-EFT services for a second year in COB Adder.

(06.20.10) NOC awarded WACOL oil well equipments supply contract

Based on continues professional relationship and the reference of excellent reputation that WACOL has gained from previous works with North Oil Company (NOC); NOC awarded WACOL a new contract to provide a list of different types of equipments, pipes and valves according to international standards for a new oil well execution requirements.

WACOL’s engineering equipments department is activated on July 2009 and it is successfully performing series of engineering, mechanical and electrical products (including laboratory equipments) supply projects in support of Governmental and Private Sector organizations.

(05.08.10) WACOL, RCM, & Ohio University: A United Team to develop the CURRICULUMS of AAU

On May 3, 2010, WACOL was awarded by ResoluteCM, LLC (RCM) an 8 months POP contract to provide professional services in support of a US Government Prime Contract for University of Anbar (AAU) Engineering Departments’ Curriculum Development Project.

WACOL and Ohio university, on subcontracting basis are providing professional services and engineer/academic staffing to assist RCM with the investigation, review, analysis and redesign of Al Anbar University’s (AAU) engineering program in an effort to develop and implement a Plan of Action and Milestones for eventual ABET (Accreditation Board for Engineering and technology) Accreditation of AAU engineering program.

The curriculum development services are for the four (4) engineering departments of AAU (Civil, Electrical, Mechanical and Dams & Water resources). The objective of this project is to bring the Engineering Departments’ curriculum into accordance with the western accreditation standards and assist the University in producing engineering graduates with the technical and theoretical foundations that can meet the rapidly expanding infrastructure needs of the province.

(05.03.10) WACOL participates in ME/MoWR Force Protection Performance Development

WACOL -as a customer focused firm for Projects Support and Engineering Services- is awarded by ResoluteCM LLC/USACE-GRC a contract to conduct ME/MoWR Force Protection Performance Work Development services to prepare documents for Design–Build projects to bring the Iraqi Ministry of Electricity (ME) and Ministry of Water Resources (MoWR) into compliance with baseline physical security standards for critical infrastructure and headquarter facilities.

WACOL shall provide unique support for the conduct of Engineering Field Assessment Visits at 37 Ministry of Electricity Sites and the Ministry of Water Resource Head Quarters. WACOL shall provide composed of highly qualified professionals with in-depth knowledge of conducting Engineering and Physical Security Assessments, Prepare bill of quantities and materials specification, CAD drawings and As-Built preparation, Scope of work writings, Data management and quality control, and Translation services.

This contract’s period of performance is 5 months and will be end by 30 Sep 2010. The total hired employees (full or part time) are 51 people.

(01.28.10) “SUPERSTARS”… This is how Maj Brian White (USAF) praised WACOL’s Iraqi-American Engineering Partnership and its I-FET Team Members!

WACOL is providing engineering support services for COB Basrah Garrison Command’s facilities management operations since 30 September 2009 through multi-disciplines Iraqi-Facilities Engineer Team (I-FET).

On 25 January 2010, WACOL received a praise letter from Major Brian N. White, USAF, Deputy Commander of 1st Infantry Division, Facility Engineer Team (FET) 4 OIC, expressing his thanks to WACOL and highlighting WACOL’s engineering team outstanding efforts.

“I would like to thank you for your company's participation in this Iraqi-American engineering partnership. The engineering staff you assigned have quickly become an integral part of our team and are a vital 'force-multiplier' for our future operations at COB Basrah. They quickly earned our trust by demonstrating excellent technical skills, engineering judgment, and their sense of 'due diligence'. Their knowledge of local construction practices is tremendously valuable to us as well. We recently gave the I-FET team a very important design project, the Task Force Troy Compound design, because we knew they were fully capable of developing a successful design. I have great faith in their ability to meet our customer's needs” Maj Brian White said on his letter.

In addition, Maj B. N. White added: “While the entire team is highly competent, I wanted to highlight three 'superstars' on our team. –he mentioned three names of WACOL I-FET members here- became our 'go-to guys' because of their excellent English skills and their superb capabilities in their various areas of expertise”.

Maj White ended his letter by saying: “Thank you for your support to our base and our operations!”

(01.20.10) After (4) YEARS & (4) MONTHS since awarded, WACOL’s largest QA Project is Completed

By end of the year of 2009, WACOL announced the completion of its largest Construction Quality Assurance (QA) Support and General Engineering Services in support of VIAP/AFCEE Title II QA Project in Iraq-Wide.

Since the contract award on beginning of Sep 2005 and through 52 months of extensive engineering efforts, WACOL involved in multi task orders to support VIAP/AFCEE (Air Force Center for Engineering and Environment) QA program to oversight the quality of over than 7 Billion US Dollar construction projects awarded by MNSTCI-J7 MoD/MoI and executed by foreign and local companies. WACOL deployed over than 260 high skills multi-disciplines professional Iraqi engineers and administrative personnel for this program (full and part time). WACOL personnel were continuously receiving international training courses in QA tools, Construction management, Project Management, American Concrete Institute (ACI), and Occupational Safety and Health Administration (OSHA) and acted as on-site US Government representative/ Title II Inspectors. Also WACOL conducted multi tasks of structural test and assessment throughout Iraq as independent party.

Mr. Travis C. Cooper, the Vice President of Versar/VIAP Inc., certified WACOL’s project completion on his letter on Jan 13, 2010 by saying “Wafa Alasdikaa Co. Ltd (WACOL) successfully completed subject Quality Assurance and General Engineering Support and Services for VERSAR, Inc. –VIAP, Inc. and its service requirements for AFCEE. The Company met and/or exceeded all contract requirements and delivered all expected products and service on time.”

A comment made by Eng. Abbas (WACOL president and CEO) for this project completion event and said “This project incredibly was growing; we started by 5 engineers only with 3 months contract but then extended for 4 years and 4 months period of performance with over than 200 people and this is because of our products quality and on time services. The QA Title II program, VIAP, AFCEE will stay a great memory in everybody’s mind in WACOL; we became a part of a history of the new Iraq reconstruction and will be proud of this forever. We were side by side with our customer and attended the international events and conferences in Iraq, UAE, Jordan, and Philippine to support this project. In addition, we created a huge source of very well trained professional engineers can be used as the key success of any construction projects inside and outside Iraq. Our personnel were the US Government representatives in Iraq-Wide and this definitely defines WACOL capability and reputation very well”.

(12.30.09) Capacity Development SUCCESS … WACOL for TRADE with North Oil Company

By beginning of July 2009, WACOL board of directors decided to activate a trade branch in relation with engineering, electrical, and mechanical products to support the customers’ needs of certain specification. On Oct 10th, 2009 and among more than 40 local companies, WACOL is selected to provide the North Oil Company (NOC) with electrical products in support of some of NOC facilities rehabilitation. The contract is awarded to WACOL as an urgent request with a 60 days period of performance. WACOL, using its engineering experience supervised the manufacturing and testing these electrical products in Turkey and delivered the products before the end of time line by 20%.

This project success is a proof of the correct plan and great start of WACOL’s new branch and will increase the company ambitions to provide the same quality of services for its respectful customers.

(12.25.09) Within 40 days - Rehabilitation of Zurbatiyah Port of Entry Water Purification System

WACOL was invited by ResoluteCM LLC., (a US firm and Prime Contractor with JCC-I) to implement Zurbatiyah Port of Entry (ZPOE) Water Purification System (WPS) repair at Wassit province on Iraq-Iran border. The project was funded by the US Government and was an emergency request by US and Iraqi Army (the end user) with a very short period of performance to repair/replace the WPS. The contract was awarded to be completed on 45 days only. WACOL successfully executed the project according to the required specifications and standards using its engineering expertise with an effective detailed and accurate performance plan/project management and completed the project in only 40 days with a top notch Quality Control system.

The contract NTP was received on 25 Sep 2009, and once the project is completed, WACOL received another task/award for the same project as additional requirements by the end user. WACOL provided a scheduled training course for the end user’s determined personnel to understand the correct way of how to operate and maintain the WPS.

On his e-mail to WACOL CEO and WACOL Projects Manager, Mr. Wes Lane, Senior VP Middle East, ResoluteCM LLC., said: “Just want to say that I have worked with hundreds of Iraqi firms on Billions of Dollars of construction and you are by far the best! (11.7.09) WACOL is selected to support the United Stated Air Force and Army Facility Engineer Detachments in South of Iraq

After the successful performance and the extraordinary reputation of WACOL’s Iraqi-Facility Engineer Team (I-FET) at COB Q-West and COB Speicher in North region of Iraq in support of the United States Military engineering missions; WACOL is selected again to provide the same services for COB Adder and COB Basrah in South region of Iraq to support the Facility Engineer Detachments of the US Army and the US Air force.

WACOL is awarded the COB Adder I-FET contract on 14 Sep 2009 with three years period of performance (POP) and awarded COB Basrah I-FET contract on 23 Sep 2009 with two years POP.

In the pre-performance meeting on 19 Sep 2009, the Project Manager of both contracts MAJ Mohammed Z. Rahman, 602ND Facility Engineer Detachment (FED), COB Adder (Client), said: “We were in contact with five other companies to evaluate the best firm to conduct this I-FET services but WACOL was on the top of our list as it was the only company understood exactly our technical requirements”.

These both contracts are awarded to WACOL through Joint Contracting Command-Iraq (JCC-I) regional contracting offices. WACOL –through two teams of multi-disciplines engineering positions- provides Master Plan, Construction management, Construction Quality Assurance and Quality Control, Surveying, and overall Architectural-Engineering services to manage COB Adder and COB Basrah facilities and construction projects.

Prior of his redeployment, LTC David J. Jones, Commander, 602ND Facility Engineer Detachment (FED) said on his letter of recommendation for WACOL dated on 1 Nov 2009, he said: “WACOL is easy to work with, dependable and trustworthy” in addition, LTC Jones said “I strongly recommend using WACOL for future I-FETs and any other engineering services due to the fact that WACOL is full capable to provide skilled professionals at a reasonable cost and in a timely manner”.

(09.22.09) MoE Facilities Site Security Assessment - Project completion announcement

WACOL has successfully completed its subcontracting responsibilities and obligations to conduct a professional engineering support and site security assessment for 36 Ministry of Electricity (MoE) facilities throughout Iraq including the Ministry Head Quarter building. The project was a US Funded project in support of the US Embassy/ITAO (Iraq Transition Assistance Office) reconstruction program in Iraq and it was awarded to WACOL by the prime contractor ResoluteCM, LLC (a US Firm).

On 15th Sep 2009, WACOL President and CEO (Eng. Abbas) and ResoluteCM President and CEO (Mr. William Johnson) provided the final contract delivery requirements as a presentation summarizes the assessment results. The presentation was conducted in MoE HQ conference room and the major attendees were the US Embassy/ITAO team, the MoE Deputy Minister, and the MoE Security Manager.

The actual physical assessment completion date was by end of Feb 2009 then followed by engineering review, 2D and 3D drawings, prepare the rough order of magnitude bill of quantities, and corrective action plans suggestions.

On May 19th, 2009, Mr. Davy Daniels, the Senior Vice President of ResoluteCM LLC and the Project Manager of this contract, on his letter to WACOL CEO, said “ResoluteCM would like to express our appreciation for successful completion of the referenced contract” he added: “Your role in conducting the initial site reconnaissance to gain preliminary facility data was integral to the overall project success of the project. Following the physical assessment, the post-process 2D and 3D drawing product were provided with the continued accuracy and quality we have enjoyed since 2006”, Mr. Daniels ended his praise by saying “Please accept our appreciation for a professionally executed contract and flexibility to get the project done on time and within budget”.

(09.12.09) WACOL's "Courageous Service" to the United States, By Lt Col D. J. Anason

WACOL is providing Iraqi-Facility Engineer Team (IFET) services for the US Government Department of Defense (DoD) at Q-West Contingency Operating Base (COB) in Iraq since September 2008. Due to WACOL's outstanding performance; this contract is extended for a 2nd year and will end on Aug 31, 2010.

On 25 March 2009, on his certificate of appreciation to WACOL, USAF Lt Col, David J. Anason, the ex-commander of 732 ECES/FET 15, praised WACOL's engineering services at Q-West Base Complex and said "Courageous service to the United States". In addition, he said "They are a good company instrumental in the execution of the United States' mission and future betterment of Iraq".

(02.17.09) Lt Col, Jennifer L. Kilbourn praises WACOL!

After the great big wide deeds and achievements of WACOL; those achievements which WACOL has struggled against all the hard circumstances to make them at the level of the international achievements; To-day WACOL is proud since it has been granted a commendation as shiny as a star in the sky.

On Feb 11, 2009, Jennifer L. Kilbourn, LtCol, USAF (Commander, Facility Engineer Team 1) expressed her pleasure to work with WACOL and its CEO for the finesse and the professionalism that WACOL has showed in providing engineering technical services to COB Speicher, Tikrit, Iraq. In her memorandum, J. L. Kilbourn said:”WACOL leadership and its team of engineers provided by the contract successfully provided top-notch engineering, construction inspection and surveying expertise for COB Speicher“. Lt Col Kilbourn added that:”Those outstanding services have enabled the military engineer team to transfer all COB Speicher technical support to the contracted effort”.

Currently WACOL is ongoing in performing the facility engineering services contract that began on 23 September 2009 and looking forward to acquire progress and prosperity and promising to carry out the best.

After picking the fruits of its persistent deeds & continuous success since September 2005, VIAP-Iraq has recently decided to grant WACOL an extension of its contract period of performance to continue its services.

(11.01.08) Lt Col, Zimmerhanzel (USAF) is impressed by WACOL

Lt Col Mark A. Zimmerhanzel, United States Air Force, Facilities Engineer Team 15’s Ex-Commander, is impressed by WACOL’s professionalism in performing the Facilities Engineer Services along the period under his command.

On 29th Oct 2008, Lt Col Zimmerhanzel in his Letter of Recommendation said “I had the privilege of working with the professionals from WACOL from 1 August 2008 until 29 October 2008 and was truly impressed by the company and its employees. WACOL provide six Iraqi engineers to perform construction management and engineering services at Contingency Operations Base Q-West, Iraq”. In addition, he added, “The Employees at Q-West provided the highest quality work and the company’s management was outstanding. I would gladly work with them again”.

(10.27.08) Site Security Assessment for 35 MoE facilities

ResoluteCM, LLC. (a US Firm) has awarded WACOL a Professional Security Services contract to conduct Site Security Assessment for 35 Power Stations of Iraqi Ministry of Electricity (MoE) throughout Iraq.

WACOL, along 9 Months contract life, will provide Physical Assessment through its Professional Specialists, Engineers, and Management, Develop Recommendations for Threat Mitigation Measures, Develop AutoCAD Drawings, to support recommended security measures as required. WACOL also assists in preparation and delivery of reports to key stakeholders, and Provide General Engineering Support Services, Logistic, Security Support Services, and Total Training Courses (Engineering and Security).

(10.10.08) STARS and STRIPES for 5 Years

Almali Company for General Contracts, Ltd. (Owned by WACOL’s shareholders) is awarded FIVE (5) YEARS contract to Print and Deliver the STARS and STRIPES Newspaper for North of Iraq US Military Bases. Almali Co. “proudly” signed the contract on 9th Oct 2008 with Joint Contracting command - Iraq (JCCI) / Kirkuk AB (FOB Warrior).

Eng. Nabeel (WACOL Senior Vice President and Almali Co. Managing Director) said: “This is the fruit of our commitment to produce extraordinary business performance. I would like to commend that this is quite an honor, I added and said it is but with great pride for all of our associates and friends as well. (10.07.08) Another FET Services Contract ... WACOL ‘s Proof of Success!

WACOL is selected again to provide Facilities Engineer Team (FET) Services in support of US Government FET Program represented by FET 1 - United State Air Force at COB Speicher - Tikrit. On 20th Sep 2008, WACOL signed two (2) years contract with Joint Contracting Command - Iraq (JCCI) to support this program by qualified and professional team consists of Professional Engineers, Quality Assurance Inspector, and Surveyors. The Project will start on Sep 29, 2008 and will end on Sep 28, 2010.

WACOL’s past performance reputation integrity in similar works was the major factor of this award and another proof of WACOL’s success in Engineering Expertise and Capabilities.

On his meeting with Eng. Abbas (WACOL President and CEO), LtCol Singh K. Navit , FET1 – COB Speicher Ex-Commander, simply commented on the event of having Iraqis to act as a US Military Base FET by saying “This is a HISTORY”.

(08.08.08) WACOL contracted directly with US Government to Provide Facilities Engineering Team

On Aug 4, 2008, WACOL signed its first direct contract with US Government, Mosul Regional Contracting Center (RCC-Mosul), Iraq, to provide Iraqi Facilities Engineer Team consists of Professional Engineers, Quality Assurance Inspector, and Surveyors to support COB Q-West Facilities Engineer Team (FET 15 US Air Force) ’s construction program.

Engr. Abbas, WACOL President and CEO, said “Today, WACOL is very proud to be one of the direct and prime contractors with the US Government to support its funded construction program by our Engineering Experiences and Qualified Personnel which was our Goal. (07.30.08) Project Completion Announcement for Task Order 137

Mr. Josh W. Calhoun, Deputy Manager of VIAP Iraq is very satisfied of the work completion WACOL made for Task Order 137. WACOL's exemplary performance was confirmed through an e-mail of Mr. J. W. Calhoun dated July 22, 2008. WACOL fulfilled their obligation in accordance with the Scope of Work for Task Order 137. The company provided Construction Management, Quality Assurance and Engineering services, Facilities Support, Personnel, and oversaw completion of 43 Water Wells with generators with reverse osmosis units throughout Iraq.

"WACOL's services were performed above expectation as they completed ahead of schedule. The project was under budget by 26.35%. Total construction value of $23,818,700" Mr. Josh W. Calhoun commented. He added that "VIAP continues to use WACOL for Engineering and Personnel Service contracts due to their exceptional professionalism, engineering expertise and business performance."

Mr. Bill Sellin wrote on May 6, 2008 that WACOL has been cooperative and very responsive. On email dated April 24th 2008, he wished to thank WACOL and staff for the hard work done. He said that "I know I didn’t tell always the VP for Operations and her staff about the hard work and I truly appreciated the effort" he added. Mr. Bill Sellin is the VIAP South Regional Manager in Iraq.

(05.30.08) ARBUCKLE Confident about WACOL’s QA and Assessment Services for USACE-GRN

WACOL has been awarded by VIAP three years contract to provide Construction Quality Assurance and Assessment services for USACE-GRN infrastructure in 7 Iraqi Northern provinces namely Nainawa, Salah Ad Din, Diyala, Kirkuk, Sulaymania, Erbil, and Dihok. The project commencement started on May 4, 2008 and the contract will end on May 3, 2011.

WACOL's scope of work will be responsible of project management and directing the individuals, Engineering services, human resources, training, providing engineering tools and safety equipment, life support, and security.

WACOL assigned 63 trained personnel (Project Managers, Engineers, Technicians, Admin Assistants, and Security Personnel) in QA/QC, CQM, OSHA, CADD, Ethics, and Security to perform the scope of services including QA and Assessment reports, and site drawings as required based on IDIQ task orders.

On Jan 30, 2008 Mr. Brian Arbuckle, Project Manager VIAP-Iraq , in his letter to WACOL President and CEO, said “Because of WACOL’s exceptional support and technical competence we are confident that your company would perform a great job completing all the Assessment and Construction Quality Assurance within the Northern Region”.

(05.30.08) VIAP-Iraq Awarded WACOL its Third Contract for HR and Project Management for AFCEE Program

VIAP Iraq awarded WACOL its third contract to continuously provide and manage trained Iraqi Engineers and Administrative Personnel to support Quality Assurance and Construction Management for VIAP AFCEE, in order to support MNSTCI-J7 Mod/MOI Construction Program over $7B in over 350 projects.

Mr. Bill Johnson, ex President of VIAP -Iraq said he and the rest of the VIAP leadership are looking forward to a long and prosperous relationship with WACOL's President Engr. Abbas and his company. He had copied Dr.Ted Prociv, President and CEO of VERSAR and Mr. Jeff Wagonhurst, Senior VP of VERSAR to let them know who made VIAP successful in Iraq.

WACOL is performing the Human Resources, Training and Payroll. It is managing 150 Professional Multi Discipline Engineers working throughout Iraq as Quality Assurance Title II inspectors. The project started May 21, 2007. Though project is still ongoing, the contract will end as expected on December 31st of 2008.

(05.20.08) WACOL to Provide Manpower for VERSAR Inc. Projects to support US Army Corps of Engineers (USACE)

WACOL was awarded to recruit, vet, screen and hire personnel through VERSAR Inc. to support the US Army Corps of Engineers (USACE) program in Iraq Wide. WACOL, for third year under in teaming agreement with VERSAR Inc. successfully provided personnel services to US Army Corps of Engineers (USACE) divisions GRD, GRC, GRN and GRS.

Ms. Celia Cockburn, USACE Administrative Contracting Officer ‘In an official letter to Versar Inc. dated September 9, 2007’ had positive comments on WACOL's Performance Evaluation. She said "Within 24 hours of contract award, VERSAR mobilized to meet with the client and began project work. In less than 20 days, VERSAR offered employment to over 260 personnel Iraq-Wide. Using its recruiting subcontractor -WACOL, VERSAR provides new personnel in less than 14 days."

The Administrative Contracting Officer added “VERSAR and WACOL work with the Iraqi government and local base security personnel to ensure the workforce has the necessary clearances and travel documentation to conduct their project work. At the end of the base year, VERSAR employed 363 Iraqi Professionals and Engineers throughout the country."

The total number of local Iraqi personnel increased from 260 to over 400. Contract will end on April 6th of 2009.

(05.16.08) TOMLIN and HUNTER appreciated WACOL’s Structural Test and Assessment Efforts

Mr. Stephen Tomlin, MNSTCI-J7 MoD Engineering appreciated WACOL's contribution to MoD Engineering for Shaiba Log Base Connectivity Assessment. He truly appreciated it for getting this project done and worked. "There were bumps along the way but I know this is going to be a piece to getting Shaiba really ready for all the basic needs over the next couple of years." Tomlin said on Oct 30, 2007.

Mr. Ron Hunter, Ex-Director of Quality Assurance and Standards, VIAP, in his letter dated May 11, 1008 said: “WACOL executed all requested tasks with professionalism and technical accuracy. WACOL engineers travelled to many remote locations under hardship conditions with no noticeable degradation in performance. Because of the sometimes controversial nature of construction testing, WACOL’s team was subjected to adversarial scrutiny of their personnel’s qualifications and technical procedures from time to time. WACOL passed muster on each occasion with flying colors. WACOL has been a strong asset to VIAP’s quality assurance program”.

Multi awards on Indefinite Quantity Indefinite delivery (IDIQ) basis to perform Structural Test and Assessment for VIAP/AFCEE/MNSTCI-J7 MoI/MoD projects in Iraq wide.

WACOL is managing professional teams to conduct Structural Destructive and Non-destructive field tests, Structural Assessments, Repairing destructive tests damages, Performing and submitting lab test results according to the ASTM, and providing consultations and recommendation. WACOL is using highly secured procedures to deliver the accurate test and assessment results. The firm has Modern Test Equipments to conduct field and lab tests. WACOL field test teams consist of 25 consultancies, engineers, technicians, foremen, and labors. The contract is open although it started last August 1, 2007.

(05.10.08) VOSLER Certified Completion of Task Order 0065

Mr. James Vosler, Program Manager VIAP-Iraq was very satisfied in WACOL's project completion. He said in the email dated May 6th 2008, “WACOL’s services were performed above expectations as they completed ahead of schedule and under budget by $44,990."

WACOL provided Professional Engineering Services in support of Task Order 0065 to perform Engineering Assessment for 88 Iraqi Border Forts in 85 days. The project conducted by 6 Multi-Discipline Engineer Teams (30 Qualified and Trained Engineers/Assessors) to perform Facilities Condition Assessment Surveys, determination the Operation and Maintenance requirements, Updating CADD drawings & As-Builts, Developing Corrective Action Plans. WACOL by its management, engineering experiences, logistic, and security support successfully completed this project ahead of schedule and below the budget. The project started March 15, 2007 and was completed June 15th of 2007.

Mr. Vosler added, “VIAP continues to use WACOL for Engineering and personnel service contracts due to the exceptional professionalism, engineering expertise and business performance.

(11.10.07) WACOL to Accommodate 15 Personnel in Erbil

WACOL was awarded by VIAP-Iraq last October 22, 2007 to provide life support services to accommodate 15 personnel. The service includes providing full management and supervision, lodging, catering, cleaning, laundry, power and water, office supplies, purchases, maintenance, Vehicles, Security services & management including low profile PSD (Personnel Security Detail) & RST (Residential Security Teams). The contract will end on October 21, 2008.

Capt. Hank. S. Domeracki , Chief of Operation and Liaison, MNF - Iraq, Civil Military Operations Directorate, US Embassy, Baghdad, Iraq., appreciated WACOL President Engr. Abbas for contributing $10,000 in the Kurdistan of Iraq- UAE Business Exchange Conference held last March 14-15, 2007 at Le Meridien Hotel, in Dubai, UAE.

The conference is a significant event that will bring together about 250 Kurdish government officials and businessmen with about the same number of companies conducting business in the United Arab Emirates for the purpose of building relationships and joint ventures in Iraq. Its goal is to create more jobs and stimulates economic development.

The contribution will go along to further the economic reconstruction, development efforts in Kurdistan. Through WACOL's contribution, the conference both critical and essential pushed through.

(09.10.06) VIAP Awarded WACOL for Providing Quality Assurance and Construction Management Title II Services to Oversee 43 Water Wells at Iraqi Borders – Task Order 137

VIAP awarded WACOL last September 3, 2006 its project for providing QA Title II services and Construction Management. WACOL's goal was to oversight 43 Water Wells-Task Order 137.

The service includes providing Quality Assurance Title II Services and Construction Management to oversight 43 Water Wells for Iraqi Border forts. The Service includes management, site visits and monitoring the implementation according to SOW, IWP, & QAP, daily and weekly reporting, reviewing contractors' submittals, analyzing, auditing, consultations and recommendations. WACOL provided Multi Disciplines Engineers certified in QA, CQM, ACI, and OSHA to conduct the required services. WACOL successfully approached the customer satisfaction to manage one of the most risky task orders and secure the Quality Assurance products delivery on planned schedule.

The project is on going until October 31, 2008.

Mr. Bill Johnson, ex President of VIAP Iraq (a US Firm) gave commendations to WACOL for completing its project for Construction Management Support for VIAP last May 20, 2006.

Starting from Sep 8, 2005, WACOL provided and managed Professional Engineering and Administrative Personnel to Support VIAP/AFCEE/MNSTCI-J7 Construction Management Program and Quality Assurance services. The Service includes full vetting, screening, hiring, training the personnel, payroll, and providing Engineering and office Equipments. WACOL hired and Managed 45 Professional Engineers throughout Iraq as QA Title II Inspectors. Multi Disciplines Engineers of high Qualification Keys are hired such as Assistant Regional Manager, Project Manager, Supervisor, Auditor, Civil, Electrical, Mechanical, Chemical, Sanitary, IT, CADD operator, and administrative personnel…etc.
